They should be allowed to sleep publicly since the Australian government has given available housing the investors, the Chinese and immigrants. People should see the outcome in public.

No, but exceptions/investigations made as to why they refused the shelter/housing. Create more social programs to provide free food, clothing, and medicine

Yes, but obviously not in areas of which public. If they are sleeping in high traffic walk ways they can be asked to move along but in more private areas.
