Until the government can provide this homeless people need somewhere to reside.

Upstream causes of homelessness should be addressed i.e. Unaffordability, Addiction/Mental Illness, FDV. Access to essential services should be guaranteed and then camping in Parks and on Public Property should be discouraged.
