Should parental leave payments increase based on the mother's wage?

Australia has introduced an 18 week paid parental leave scheme which is publicly funded and provides the federal minimum wage (currently A$596.78 per week) rather than a percentage of the primary caregiver's salary. No, but parental leave should be available to both parents from their employer based on their current rate of pay, in addition to a universal parental payment system from the government for singles (and additional accounts for couples), regardless of gender or sexual orientation.

Instate a NPTP (Negative Paternal Tax Payment) which pays out a proportional amount based on income during times of Paternal leave.
