I think there should be a 3 level subsidy scheme. Welfare recipients & students, minimum wage earners, rich people. Maybe they could have a system that works similar to rent control.

Fares should be on a public transport subscription platform to encourage more people to pay. Fines for freeloaders should be higher. Free public transport should be granted for people with disabilities, students and pregnant women/ parents with children.
Reduce funding on METRONET's Mid-Tier Public Transport program, as it is being used as an undercover way of increasing road capacity for private vehicles as opposed to creating more efficient bus services. Increase funding on increasing residential density around high patronage bus/passenger rail stops/stations, bus priority measures and reallocation of traffic lanes to dedicated bus lanes (with enforcement to stop general traffic using bus lanes, such as on Fitzgerald St, Beaufort St)
