I think there should be a 3 level subsidy scheme. Welfare recipients & students, minimum wage earners, rich people. Maybe they could have a system that works similar to rent control.

People with concession/pension cards already get discounts on public transport, so they already have that sort of system in place.

Charging more based on wealth would just discourage wealthier people to drive more as there would be no financial incentive to use public transport "oh I might as well take my car then"
