Only in very rare cases, when there is undeniable proof from a years-long investigation. Too many innocent people suffered from the death penalty.

Whilst diversity shouldn’t be forced, provide regulations that reduce gender discrimination in the workplace.

Depends on the treatment (they should be safe and non-surgical). The individual in question should a mid-to-late teenager because of this.
