Yes, but obviously only works for businesses that can have WFH. Waiters can't work from home. Baristas can't WFH. Carpenters can't WFH etc...
And maybe give employers the right to demand not less than one day per week face to face without contractual arrangements.

No, the government should not be involved in this decision. Companies will adapt in order to attract better candidates in their workforce as they already do with other luxuries.
