Proponents of the mandate argue that these mandates are the only way to end the global COVID-19 pandemic. Opponents cite evidence that people who already have natural immunity are at heightened risk of vaccine side effects caused by an augmented inflammatory response.

It should be choice of the business owner and its employees, not the government to find tactics to coerce and enforce something you want but the people do not!!!
