The dealing of dangerous drugs should be criminalized (it is), but for usage, there shouldn't be a punishment, just government covered care. after their hospitalization as well, there should be regular mandatory check us to make sure usage hasn't started again. however, for dealers who do not use, there should be a punishment for active human harm.
