I think homeless people sleep and encamp on public property because of a lack of sufficient affordable available shelter and housing. It is why we have homeless people in the 1st instance. If some do refuse shelter, I would want to know the reasons for refusal. Is the offered shelter unsafe, socially isolated, unaffordable, or objectionable in some other way? How on earth would you enact such a position anyway.
