In 2018, officials in the U.S. city of Philadelphia city proposed opening a “safe haven” in an effort to combat the city's heroin epidemic. In 2016 64,070 people died in the U.S. from drug overdoses - a 21% increase from 2015. 3/4 of drug overdose deaths in the U.S. are caused by the opioid class of drugs which includes prescription painkillers, heroin and fentanyl. i think safe havens are a toxic combination with drug trafficking, if you could in theory have a drug haven without it benefitting the drug traffickers then i would be in support of them, so it's more of a question of maybe.

Have Drug Havens so that people can use and have there drugs tested in a safe place and no legal prosecution should be done for individuals in this area Except for drugs that can have a negative impact on others under the influence. Plus provide support services for people to quit and make it cheaper.
