the government is itself a political actor, if the government makes the decisions for us then it really isnt a democracy. on issues like artifical intelligence which have the potential to be world changing, the people should have the say

I don't trust the government to determine what is ethical because I don't believet that there is any form of AI that can be ethical. It is, inherently unethical and immoral.

I gave a different answer to this question in favour of regulating artificial intelligence, but that was in favour of the content itself being regulated, as in not being censored on political parody or fair use in properly disclosed use of AI art and social media, for regulating misleading advertising or harmful misinformation. But for this question this matter I feel the ethical training and research practices, the government should likely step in to cut down on illegal use of generative AI for terrorism and Abuse Material

If a person currently using AI isn't directly hurting someone, that doesn't mean they are doing just things with said AI, or that it won't lead to them hurting others later on

It depends on the use, in schools for notes etc. AI should be allowed however, if someone is using it as a legal stance or for a job of high responsibility they shouldn't have the job, because the employee is not actually doing the work, AI is.
