Sure, they can drive, but they haven't fully developed their brains. This is a life altering decision which often causes immense regret. It also often leads to premature death and suicide. You have pretty much proved my point through your desperate and immature attempt to get aggressive at a very minor comment, paired with the fact that you don't understand basic grammar really reinforces how people like you shouldn't be making such impactful decisions and have such a strong influence over society. People should be made to undergo capability tests in order to make a decision like this, and shouldn't be taught or preached at all until people get into high school.
