No, because we see many instances of repeat offenders, for example in men convicted of rape or harassment who are released early because of good behaviour and repeat the crime or escalate the original crime. Instead, we should work to reduce the number of people going into prisons by improving the work done in communities, creating separate facilities for child offenders (and never convicting them as an adult) that work to rehabilitate or educate where possible to prevent them from becoming adult offenders.
