The US has laws that govern how illegal immigrants are treated. Congress has the power to change those laws as it sees fit. This is not about how law enforcement behaves. This is about having a nation of laws and about having a functioning legislature that moderates those laws as time and circumstances change. But once more, on difficult, emotionally charged issues, congress finds it easier to pass the buck.
