I would say that on many occasions you have to lower your national loyalty to prioritise advocation for marginalized groups, especially those which have suffered at the hands of the state. An example of this would be advocation in the area of Aboriginal social justice, where although I am mostly proud to be an Australian, I forgive my national loyalty to sympathise and grieve with the sorrows that Aboriginal Australians felt at the hands of the Australian government (i.e stolen gen).
