I attend a private school that offers great resources to all students regardless of their backgrounds. Overall the dynamic is set by those who care about their studied and I don't think a private tutor for all students would really effect it that much. It would definitely assist a few but overall the background at my school is not disadvantaged and their academic results are not reflective of their families, rather their effort.
