But there should be a reward system incentive for people who engage in preventative measures. Eg: if people are going for the teeth cleaned and check ups, should be rewarded with lesser payment and ends yearly cap.
The more physio sessions they have the lesser it should cost the payer . Same as messages. If the payer joins the gym, and each time they go for sessions and the amount time spent can be accumulated to the point systems.
If the payer buys more fruit and vegetable to have better diet, etc . Should be rewarded with points etc .
The points then later can be claimed for like qantas frequent flyer points
